Our Mission

Homicide Zero is dedicated to preventing homicide through evidence-based screening, assessment, and intervention tools. We believe that with proper identification and intervention, many tragic incidents can be prevented.

Our organization develops and validates scientifically-backed tools that help mental health professionals, law enforcement, educators, and other frontline workers identify individuals who may be at risk of committing homicide and connect them with appropriate resources and interventions.

Through research, training, and community partnerships, we work tirelessly to create safer communities and save lives before tragedy strikes.

Dr. Robert Moore

Professional Background

Dr. Robert Moore is passionate about early identification and assessment of at-risk individuals across educational, corporate, and community settings. He has more than 30 years of clinical experience spanning schools, correctional facilities, outpatient practice, and organizational consulting. Following years of work with incarcerated youth, Moore developed a structured process for assessing homicidal threats and reducing risk — a methodology now deployed across schools, workplaces, and public safety agencies. He has spent more than 500 hours conducting threat assessment interviews with individuals across institutional settings, and with their families. Moore has conducted more than 400 assessments on individuals who threatened homicide or mass violence using the Homicide Zero Tools and assessment process. To date, there have been no known incidents of attempted or completed homicide from that assessed population.

Professional Background

Clay Harris is a seasoned entrepreneur and business leader with a distinguished career in the mental health industry. As a former CEO and business owner of a state-wide, multi-employee, multi-disciplined private behavioral health outpatient company, he has a proven track record of success. Clay is a co-founder of Homicide Zero, a groundbreaking initiative aimed at preventing mass homicides, such as school shootings. He has served in many different areas of direct care for mental health from in-patient, out-patient, mobile crisis and in-home services. Clay has been a dedicated member of the Tennessee Licensed Professional Counselors Association (TLPCA) for many years, serving in various leadership roles including Board President, Board Secretary, and Public Policy Chair.

Chad Frerer has spent his career building technology that works where others fail, from designing one of the first standalone email filtering systems that safeguarded his state's education leadership, to leading enterprise-scale e-commerce launches for major U.S. manufacturers. As Co-Founder and CTO of Homicide Zero, he ensures the platform is robust, evidence-based, and ready for professionals on the front lines. A product of BBS boards, 2600 Magazine, and the wild west of early internet culture, Chad has also consulted with agencies on operational and investigative challenges and continues to partner with highly credentialed cybersecurity specialists to bring ambitious projects over the finish line.
