Dr. Robert Moore is passionate about early identification and assessment of students at-risk to harm others. He has more than 30 years of clinical experience with children and adolescents in schools, correctional facilities, and outpatient practice.

Following years of work with incarcerated youth, Moore received an inquiry from a local school district. Officials asked him to develop a process that would assess homicidal threats and offer direction for reducing risk. At that time, there were no reliable instruments that could detect homicidal risk in youth.

His experience placed him in a unique position to help. He has spent more than 500 hours conducting interviews with students who have threatened homicide, and with their parents. As part of the evaluation process, he also obtained observations from their teachers and school counselors. Through these assessments, along with publicly available research, he uncovered patterns in those who make homicidal threats. The Homicide Zero Tools were developed using these insights.

The tools, combined with clinical interviews with the youth and parents and data from teachers, revealed how to provide an off-ramp for those who were signaling their intent to harm others. With proper assessment and follow-up interventions, the threat of harm has been significantly reduced.

Moore has conducted more than 400 assessments on individuals who threatened homicide or mass shootings using the Homicide Zero Tools and assessment process. To date, there have been no known students from that group who attempted or committed a homicide, according to school officials.

Moore also investigated the reliability and validity of the tools with school counselors and licensed mental health providers who work with homicidal adolescents. He shared the findings at the annual American Psychological Association conference.

Moore has provided psychological evaluations and risk assessments for Amazon and the Federal Aviation Administration, among other organizations. He is a consultant with Shelton Forensics Solutions and has been honored with the Lifetime Achievement by the Tennessee Licensed Professional Counseling Association.

A career dedicated to prevention

Moore began in college to work with incarcerated teens. He later lived and worked in a state-run group home for delinquent teens. While there, he developed a deep commitment to help these young men build a better future. A significant portion of the teens had learning difficulties.

While completing his master’s thesis, Moore developed a psychological test that could accurately predict academic failure five years later. The results were later published in a study in The Journal of School Psychology and have been cited by numerous journals and sources, including the National Institute of Mental Health.

His doctoral dissertation at Vanderbilt University assessed adolescent moral values and antisocial attitudes in three residential settings, including incarceration, group homes, and public schools. The goal was to determine if moral reasoning and antisocial attitudes in incarcerated teens were different from students in public schools and group homes.

Shortly thereafter, Moore submitted a program proposal to the state of Tennessee to address treatment needs and prevent future crime in incarcerated adolescent and young adult male offenders. He was awarded a contract by the Tennessee Department of Corrections, followed by a contract for the Tennessee Department of Youth Development.

He later began consulting with schools. He provided psychological evaluations to students with learning disabilities and severe emotional disturbance.

A professional counselor since 1986 and licensed psychologist since 1993, he is an associate professor and trains graduate students in assessment and testing. He has also served as president of Tennessee Licensed Professional Counseling Association.

Clay Harris is a seasoned entrepreneur and business leader with a distinguished career in the mental health industry. As a former CEO and business owner of a state-wide, multi-employee, multi-disciplined private behavioral health outpatient company, he has a proven track record of success.

Clay has served in many different areas of direct care for mental health from in-patient, out-patient, mobile crisis and in-home services. He has also provided leadership in roles such as Program Manager, Clinical Supervisor and Team Lead positions.

Clay has been a dedicated member of the Tennessee Licensed Professional Counselors Association (TLPCA) for many years, serving in various leadership roles including Board President, Board Secretary, and Public Policy Chair. He has actively advocated for mental health policies and legislation at the state level. Clay is currently the Public Policy Co-Chair of the TLPCA.

Clay is a co-founder of Homicide Zero, a groundbreaking initiative aimed at preventing mass homicides, such as school shootings. Inspired by suicide prevention efforts, Homicide Zero empowers individuals to identify and address potential threats. The project’s innovative Homicide Threat Screener and Assessment Instrument provides professionals and the public with the tools to recognize and mitigate risks before tragedy strikes.

In addition to his work with Homicide Zero, Clay is the CEO and owner of Breakthrough Consults. He specializes in helping small to medium-sized business owners, stakeholders, and entrepreneurs in numerous sectors outside the mental health field achieve growth and success. By leveraging his expertise in scaling, human resources, and infrastructure, Clay assists clients in overcoming complex challenges and developing effective strategies.
